Great Lakes is a federal installation (within North Chicago's city limits), so no municipal permit office operates on the base: construction on the installation itself, including its privatized family housing, is governed by the Navy and its housing partner rather than a local permit office. Remodels on nearby owner-occupied homes fall under the City of North Chicago or the Village of Lake Bluff, and any unincorporated Lake County parcel is permitted through the county's Planning, Building & Development department in Libertyville, which handles plan review, permits, and inspections. GS Construction manages the entire permit process — confirming the right jurisdiction, preparing the application, and coordinating inspections through final sign-off.
