Zoning is quietly redrawing what we can build on an Evanston lot. Since a unanimous September 2020 ordinance, accessory dwelling units are allowed by right citywide — no special-use hearing, no owner-occupancy rule, detached backyard units up to 1,000 square feet — making coach-house and garage conversions practical projects, though rental ADUs must pass city inspection and registration. Teardown math runs the other way: the affordable-housing demolition tax, a $15,000 base for a single-family structure that rises with inflation, tilts owners toward gut renovation and additions instead of demolition. More change is coming: the Envision Evanston 2045 comprehensive plan, adopted on a split council vote in January 2026, calls for a full zoning-code rewrite — now underway — and the city's earlier draft code proposed two-to-four-unit buildings by right where only single-family homes stand today, so duplex conversions could follow. And in the Fifth Ward west of Mason Park, where tightly spaced brick bungalows reflect decades of segregated housing policy, the city's Restorative Housing reparations program has distributed $25,000 benefits that recipients can put toward home repairs and improvements.
